Repainting old weatherboards behind the Esplanade
Mornington's first streets were laid out in the 1850s, from the Esplanade back to Queen, Ross and Franklin Streets, and they still follow that plan. The Shire's heritage study describes what stands in them: late Victorian weatherboard houses in Hampden and Naples Streets with the front boards cut to look like stone, a large Federation weatherboard villa on the Esplanade, and 1920s houses in Caldwell and Turnbull Streets with roughcast render above a weatherboard dado. Old timber like this is all prep. Loose paint is scraped back, bare boards are primed and gaps are filled before a top coat goes near it. We don't do lead paint removal, so if a house this old might have lead-based paint in its early layers, have it tested before anything is sanded.
Paint controls on most heritage houses
Most of Mornington's entries in the Shire's Heritage Overlay have external paint controls switched on. They include a run of houses along the Esplanade and others in Barkly Street, Bath Street, Tanti Avenue, Queen Street and Wilsons Road. Paint controls can mean a planning permit before the outside colours change. The same heritage study counts it as a loss where a house's original brickwork has been painted over. Painting balconies and high walls on Beleura Hill
Beleura Hill, between the Esplanade, Barkly Street and Tanti Creek, was cut up in stages from about 1920, and its southern half stayed paddocks until the 1960s. The Shire's character study describes post-war houses in 1960s brick with hipped roofs around Beleura Hill Road, newer one and two storey houses in weatherboard, brick and render along the creek, and Esplanade houses with large balconies and verandahs facing the street. It also describes steep cliffs on the bay side and deep creek valleys. The harbour below is open to storms from the north and north-east, and 60 knot winds were recorded there in July 2016. Choosing colours under the coastal overlay
Parts of Mornington near the coast sit under the Shire's Coast and Landscape Design overlay. Its rule is that all cladding and trim must be coloured and maintained in muted tones of green, brown, beige or other colours the Shire approves, with a finish of less than 40 percent reflectivity. An extension that adds less than a quarter to the floor area may match the colours already there. Whether your street is covered is a question for the Shire's planning map, so check before you settle on a bright white or a strong colour.
What gets painted on the newer houses east of the highway
On the Shire's property records, only about one Mornington house in ten is older than 1970. Housing spread east from the late 1950s, the Housing Commission set up the Tanti Park estate in 1964, and the land east of Dunns Road was open country until the early 1980s. A quarter of the town's houses date from 2000 to 2010, on curving streets and courts. On a newer house the work is mostly render, fascias, gutters, garage doors and trims.
